Harry Roque and 11 Others Included in DOJ Immigration Lookout Bulletin


MANILA, Philippines — The Department of Justice (DOJ) has issued an Immigration Lookout Bulletin Order (ILBO) against former Presidential Spokesperson Harry Roque and 11 other individuals in connection with the ongoing investigation into Lucky South 99 Corp, the Philippine Offshore Gaming Operator (POGO) hub that was recently raided in Pampanga.


The ILBO, released by the DOJ on Tuesday, names the following individuals:


- Katherine Cassandra Li Ong

- Xiang Tan

- Jing Gu

- Stephanie B. Mascareñas

- Michael Bryce B. Matareñas

- Zhang Jie

- Duanren Wu

- Raymund Calleon G. Co

- Randel Calleon G. Co

- Dennis L. Cunanan

- Han Gao


The order, dated August 6, states, “Considering the gravity of the possible charges and the extensive media coverage this case has garnered in recent months, there is a strong likelihood that the individuals listed may attempt to evade legal processes by leaving the country.” It further emphasizes the need for the ILBO to monitor their travel itineraries and whereabouts.


However, it is important to note that an ILBO does not prevent Roque and the others from departing the country; it is merely a monitoring tool. Only a court can issue a hold departure order.


Additionally, the DOJ announced plans to file a Precautionary Hold Departure Order with the Office of the Executive Judge while the preliminary investigation is underway.


In response to the ILBO, Roque criticized the action as “plain harassment” and a “political witch hunt aimed at silencing” him. He asserted on Facebook that the evidence against him is weak, consisting of his attendance at a meeting regarding payment rescheduling and an unverified organizational chart that he did not help create.


“This political witch hunt is intended to silence me as a critic of this Administration, especially following my call to keep Malacañang drug-free after the troubling revelations made by eyewitness Cathy Binag,” Roque stated emphatically.
