SYNOPSIS: As of 3:00 AM today, a Low Pressure Area (LPA) was located at 835 km East Northeast of Extreme Northern Luzon (24.8°N, 128.7°E). The Southwest Monsoon is affecting Southern Luzon and the Visayas.


FORECAST:

- Western Visayas, Palawan (including Kalayaan Islands), and Occidental Mindoro: Expect cloudy skies with scattered rain showers and thunderstorms due to the Southwest Monsoon.

- Rest of Visayas: Partly cloudy to cloudy skies with isolated rain showers and thunderstorms, also due to the Southwest Monsoon.


Winds and Sea Conditions:

- Light to moderate winds from the southwest will prevail over the whole Visayas, Palawan (including Kalayaan Islands), and Occidental Mindoro. Expect slight to moderate sea conditions.

COA Flags Cebu City for Unused P1.4B Disaster Fund

CEBU CITY, Philippines — The Commission on Audit (COA) has raised concerns about Cebu City’s Local Disaster Risk Reduction and Management Fund (LDRRMF). In its 2023 report, COA revealed that the city failed to utilize P1.456 billion from its disaster fund for the years 2022 and 2023. COA highlighted that this non-utilization undermines the fund’s purpose of bolstering disaster preparedness and response capabilities. The LDRRMF, intended to support disaster preparedness and mitigation projects, had P129,353,831.56 allocated in 2022 and an additional P1,455,856,661.59 in 2023. However, by the end of 2023, these funds remained largely unspent, with many projects still stuck in procurement or approval stages. MANILA, Philippines - Education Secretary Sonny Angara has signed the implementing rules and regulations (IRR) of the Kabalikat sa Pagtuturo Act, which grants a teaching allowance of up to P10,000 to public school teachers. The ceremonial signing took place in the Senate, with lawmakers from both chambers of Congress in attendance. The IRR, as stated in Section 4, applies to all public school teachers engaged in the basic education curriculum, consistent with DepEd's policy guidelines and learning delivery modalities. The provision also covers guidance counselors, school librarians, vocational instructors, supervisory and administrative personnel in public schools, Alternative Learning System (ALS) and Mobile Teachers, as well as District ALS Coordinators in all public elementary, junior, and senior high schools and community learning centers.
