Senator Dela Rosa Firmly Against Aattending House Investigation

MANILA, Philippines — Senator Ronald Dela Rosa has firmly declined to participate in the House of Representatives investigation into various issues, including the alleged extrajudicial killings (EJKs) that occurred during the previous administration.

In a statement to reporters on Thursday, Dela Rosa expressed his reasons for rejecting the invitation, stating, “I decline their invitation on the grounds that I don’t want to set a precedent that breaks the tradition of inter-parliamentary courtesy between both houses of Congress.”

As the former chief of police, Dela Rosa led the controversial war on drugs under former President Rodrigo Duterte's administration, which has been linked to the deaths of thousands of drug suspects.

The quad-committee, which comprises members from the committees on dangerous drugs, public order and safety, public accounts, and human rights, has also invited Duterte to the hearing.

In addition to investigating alleged EJKs, the committee will examine crimes associated with the illegal drug trade and Philippine offshore gaming operators.

Both Duterte and Dela Rosa were absent when the House human rights panel previously invited them to discuss the EJK allegations. At that time, Dela Rosa mentioned that Senate President Chiz Escudero advised him against attending the House proceedings.

“I consulted with the Senate President on how to proceed. I have no issues facing them anytime, but I must respect the guidance of the Senate President, as a member of the institution. He advised me not to attend, as it could disrupt the inter-parliamentary courtesy we uphold,” Dela Rosa explained in a radio interview.

He reiterated Escudero’s point that with only 24 senators, attending House hearings could hinder their legislative functions. “If we continuously attend their hearings, it undermines our role and responsibilities as senators,” Dela Rosa added.

As the investigation unfolds, Dela Rosa's stance highlights ongoing tensions between the Senate and the House regarding the accountability of officials involved in the previous administration's controversial policies.
