PNP Chief Marbil Calls on Quiboloy to Surrender, Defends Police Amid Allegations of Excessive Force


Philippine National Police (PNP) Chief Rommel Marbil has urged Apollo Quiboloy, leader of the Kingdom of Jesus Christ (KOJC), to turn himself in to authorities. This appeal came during a Senate inquiry focused on the police's execution of arrest warrants at KOJC properties, where followers reported instances of police brutality.


Marbil reassured the public that the police would respect human rights throughout the operation. He stated, "As the Chief PNP, I assure you that if you surrender Apollo Quiboloy and the others, we will follow the rules and uphold human rights." This sentiment was echoed by Police Brigadier General Nicolas Torre III, who emphasized that justice can only begin once Quiboloy submits to the court's jurisdiction.


Senator Ronald dela Rosa, who chaired the hearing, expressed concern about the fairness of requiring KOJC members to surrender their leader for peace in Davao City, where many KOJC properties are located. He noted that he and former President Rodrigo Duterte have not been in contact with Quiboloy since the warrant was issued.


In his opening remarks, Marbil defended the police's actions, stating that the operation was conducted in strict adherence to procedures and aimed at apprehending Quiboloy, who faces serious charges, including child abuse and trafficking. He claimed that police faced unprovoked resistance from KOJC followers but maintained self-restraint to avoid escalating tensions.


Amid allegations of excessive force, Marbil announced that the PNP Internal Affairs Service would investigate any operational failures. He confirmed that 15 police personnel were relieved of their duties not due to misconduct but for failing to apprehend Quiboloy and his associates.


Quiboloy's statement that he would not be captured alive was highlighted by Marbil as a sign of defiance. He accused KOJC members of using women and children as human shields during the police operation, which led to violent confrontations.


In response, KOJC Executive Secretary Eleanor Cardona denied claims of resistance from their members, asserting that they have always cooperated peacefully with authorities. She criticized the labeling of Quiboloy as a fugitive, arguing that he has not been convicted of any crime and is not evading the law. Cardona emphasized that Quiboloy is prepared to face the allegations against him in court, provided his safety is guaranteed.


Cardona also raised concerns about potential U.S. intervention, stating that Quiboloy has requested that American authorities not interfere and ensure his safety as he confronts the accusations in court.
