House of Representatives Begins 2025 Budget Deliberations on August 5
MANILA, Philippines — The House of Representatives is set to commence discussions on the proposed P6.352-trillion national budget for 2025 today, August 5, as announced by Speaker Martin Romualdez.
In his statement on Sunday, Romualdez revealed that the initial briefing will feature key economic figures, including Budget Secretary Amenah Pangandaman, Finance Secretary Ralph Recto, National Economic and Development Authority (NEDA) Director General Arsenio Balisacan, and Bangko Sentral ng Pilipinas Governor Eli Remolona Jr.
These officials from the Development Budget Coordination Committee will provide lawmakers with insights into the current state of the economy and the macroeconomic assumptions that underpin the proposed budget for 2025.
Romualdez emphasized the importance of ensuring that economic growth, projected by various financial institutions to be between 5.9% and 6.2% next year, translates into tangible benefits for the Filipino people, particularly the underprivileged. He stated, “Economic growth should be felt by our people through increased job opportunities, more affordable food, and lower consumer prices.”
He added that if the public does not experience the benefits of economic expansion directly, they should at least see its impact through the effective allocation of the national budget towards social services, education, healthcare, infrastructure, and direct financial aid for the poor and vulnerable sectors.
On Tuesday, the committee on appropriations will hear from officials of the Philippine Gaming and Amusement Corporation and the Philippine Charity Sweepstakes Office, both of which are significant contributors to the national treasury, alongside the Bureau of Internal Revenue and Bureau of Customs.
Romualdez indicated that the Department of Environment and Natural Resources, the Department of Human Settlements and Urban Development, and the Department of Energy will be briefed on Wednesday and Thursday, respectively.
The House aims to approve the President’s budget proposal before the congressional recess next month, with hearings scheduled to continue until September 9. Once signed into law by the President, the 2025 National Expenditure Program will be referred to as the General Appropriations Act.
