Bill Proposes Job and Training Centers for Seniors and PWDs
MANILA, Philippines — A new bill aimed at creating centers within local government units (LGUs) to provide training and job opportunities for seniors and persons with disabilities (PWDs) has been introduced in the House of Representatives.
Bicol Saro Rep. Brian Raymund Yamsuan filed House Bill No. 10630, also known as the Inclusive Employment Act of 2024. The bill seeks to establish the Local Center for Inclusive Employment (LCIE) in capital towns, key cities, and other strategic areas. These centers will operate under the Public Employment Service Office (PESO) of LGUs.
Yamsuan emphasized the bill’s goal to ensure equal opportunities for all Filipinos, regardless of their status in life, acknowledging that discrimination persists despite existing policies. “We all know that despite policies promoting equal employment opportunities for qualified seniors and PWDs, many still struggle to find decent jobs,” Yamsuan said.
Addressing Discrimination and Accessibility
Yamsuan pointed out that discrimination against seniors and PWDs remains a significant barrier, and many are unaware of which government offices can assist them in their job search. The proposed LCIE aims to address these issues by offering comprehensive support and resources.
Responsibilities of LCIE
Under the bill, the LCIE will have several key responsibilities:
- Establish partnerships with employers to regularly update the LCIE on job vacancies for PWDs and seniors.
- Facilitate the exchange of labor market information between job seekers and employers.
- Develop and administer testing and evaluation tools for effective qualification, selection, training, and counseling.
- Create training modules to enhance the skills of PWDs and seniors, meeting employer requirements.
- Conduct employability enhancement trainings and seminars.
- Provide occupational counseling, career guidance, and values development activities.
- Conduct pre-employment counseling and orientation.
- Offer access to various livelihood and self-employment programs from both government and non-government organizations.
- Organize job fairs and provide reintegration assistance for retrenched or terminated PWDs and seniors.
Legislative Intent and Support
“Our legislative proposal aims to fill the gap in providing targeted support and resources to help qualified individuals from these vulnerable sectors find and retain gainful employment,” Yamsuan noted.
The proposal emerged from consultations with seniors and PWDs in Parañaque, Yamsuan's home city, where many expressed frustration over the lack of government assistance in finding suitable jobs.
Current Employment Statistics
According to data from the Philippine Statistics Authority, only 353,000 out of 1.9 million working-age PWDs are employed. For senior citizens, only 965,200 out of 2.54 million qualified seniors have found employment.
